The sticker price is the part nobody gets wrong. What departments underestimate is everything after it: batteries that need replacing on a duty cycle, a rugged tablet or monitor that survives a fireground, software subscriptions for mapping and live streaming, insurance, annual maintenance, and the single biggest line item — people. In practice, almost always yes. The FAA allows government agencies to fly either under Part 107 or under a Certificate of Waiver or Authorization (COA), so a department technically has a choice. But Part 107 is faster to obtain, it’s what individual pilots carry, and most well-run programs end up holding both.
The two paths solve different problems. Part 107 credentials the pilot: each person passes the FAA aeronautical knowledge test and holds a Remote Pilot Certificate. A COA credentials the operation: the department applies to the FAA and receives authorization for a defined set of activities. Part 107 gets a program flying in weeks. A COA takes considerably longer but grants flexibility Part 107 doesn’t — routine access to defined controlled airspace, permission to fly over people during a life-safety incident, and other provisions written specifically into the certificate.
Standing up a COA also has prerequisites people don’t expect. You need to have bought the aircraft and registered it with the FAA first, because the application requires equipment specs and serial numbers. You also need a letter from your city, county, or state attorney’s office declaring that the department is in fact a public entity, mailed directly to the FAA.
